Request for Proposals Consulting/Administration Services The Town of Eureka is requesting proposals from qualified professionals to advise the Town with strategic planning, growth policies, the development of capital improvement plans, and carrying out the same through the identification of funding sources, loans, grants, and other financing resources, along with the managing the necessary applications, administration and compliance requirements of the funding sources for any given project. Said position includes, but is not limited to, management/administration of current project funding for the Town’s current capital improvements to its water and wastewater systems under applicable federal and state regulations. Federal, State, and local funding will be spent to construct needed capital improvement project(s). Knowledge of and compliance with strategic planning requirements, growth policies, applicable funding program regulations of the Montana Department of Environmental Quality, Montana Department of Commerce (Community Development Block Grant and Treasure State Endowment programs), USDA Rural Development Rural Utilities Service, US Economic Development Administration or other similar funding agencies will be required, as applicable. The scope of work will include assisting the Town with growth and strategic planning, along with identification and administration services of funding sources for current and future capital improvements. This request for proposals is also intended to encompass providing other consultative, loan, and grant services that may arise from capital improvement project, such as help in applying for financial assistance, preparing reimbursement requests, assisting with and performing project administration, including assurance that record-keeping and other conformance requirements of federal and state funding assistance programs are met. The Town Council will review, and rank submitted written proposals and then make a selection based on the respondent’s qualifications with respect to the following equally weighted criteria: Qualifications of personnel directly involved in capital improvement planning and project funding Experience of personnel with funding program application, including grant writing and administration for capital improvement project Experience of personnel with administrating capital improvement projects under related federal and state funding programs Previous experience in capital improvement planning and execution, along with relationships with state, federal, and local governments or departments and agencies thereof Scope of services to be provided All respondents will be notified of the results. The Town will negotiate compensation based on the response and compliance with applicable federal and state regulations, which may include a lump sum and not exceed limits for certain services required. Please limit proposals to a maximum of 15 pages, exclusive of cover letters and resumes. Four copies of the proposal must be received at Town Hall, PO Box 313 (108 Dewey Avenue for physical delivery only), Eureka, Montana 59917, by 4 PM on February 17, 2025. This solicitation is being offered in accordance with federal and state statutes governing the procurement of professional services. The Town of Eureka reserves the right to negotiate an agreement based on fair and reasonable compensation for the scope of work and services to be provided, to reject any or all proposals, or to otherwise act in the Town’s best interest.
